Whether a stage whose first chain entry runs on the Organization's own credential may fall back to an entry that runs on a platform credential (1.32.0; workspace ADR 0075, decision 4). forbidden, the default: admission drops every later entry of such a stage that would run on a platform credential, the worker's environment key or Vocal's AWS account, so the stage never moves onto Vocal's keys and is never left empty. allowed: those entries stay. A stage that starts on a platform credential is unchanged either way.
