An issue of a Campaign write or launch (1.65.0; campaigns.md sections 3 to 3.7 and 7.3), a detail of 422 validation_failed: no attestation in force at launch, or one whose purpose is not the Campaign's; no budget at launch; an arm without the disclosure Policy or the do-not-call request template (campaign_policy_required); arms that differ in Policy versions, Tool bindings, statechart or routed Outcome field; an arm with no published version or one the compliance gate refuses; a number that is the free number, lacks outbound or is not the Organization's; end_at more than 180 days after start_at, or a start in the past; a cap above the Organization's; a routed field an arm does not declare as an enumeration; a voicemail message that omits the identity or names a phi variable in PHI mode; a revision that names a field fixed at launch; a window outside 08:00 to 21:00; and enrollment variables where the Organization keeps no content (zero_retention_variables_not_allowed).
