What a Campaign does on a machine (1.65.0; section 3.5): leave a message never, on the last_attempt (the default) or on every_attempt; with stop_after_message a left message ends the enrollment. The template renders campaign.identity and variables not marked phi, never a phi variable in PHI mode.
