DecisionConfig

The decision lane of the Agent (1.58.0, FR-decisions-1 to FR-decisions-3): the decision stage's Provider and model with their secondaries, and the question sets its states name. Checked at create, draft update and publish (DecisionIssueCode); a routing set whose chain holds a preview Provider also holds a second Provider (decision_routing_needs_second_provider). Absent means no lane: no state may name a question set.
