Whether a Knowledge base may hold records about one person (1.53.0; knowledge-bases.md section 8). refuse, the default: in PHI mode a Document whose Chunk window holds an identifying class with a health class is quarantined, and outside PHI mode it raises a warning the owner can dismiss. per_person is reserved (P3; the choice of an owner in a console session, in PHI mode only) and refused with capability_not_available until it is built.
