MaxConcurrentSessions

The most concurrent Sessions admission gives a pool member as the first entry of a stage (1.28.0), entered by an operator from the vendor account's limit. A member chosen for a secondary holds no slot, so a failover may exceed it and the vendor's own limit then applies.
