An action an observer is allowed to take. inject_context: add a keyed context entry before the next model request. transition: propose a transition, checked by guards like the model's proposals. tag: add labels to the Call. emit_event: send an event to a Process (not available yet). alert: raise a Call event and Webhook with a severity. side_channel: send a message on the events channel, never spoken. request_takeover: request a guarded move of the speaker region to a takeover state.
