PolicyActionType

The one action a Policy may output (orchestration-layer.md section 3.6). block, transfer and end_call are terminal: the first terminal match at a hook wins and evaluation stops. The rest accumulate. raise_event, set_setting and record_opt_out are reserved in 1.47.0 and refused with capability_not_available; from 1.58.0 raise_event is built, from 1.61.0 record_opt_out, and only set_setting stays reserved.
