PolicyContextInput
A synthetic Call context for a dry run (orchestration-layer.md 3.4 and 3.12): any of the roots of the hook snapshot. Fields the body omits arrive as null, and a root the hook does not carry is refused with policy_field_unavailable_at_hook. Synthetic data only: the trace that echoes it is returned and never stored.
