Where a Policy runs (orchestration-layer.md 3.2, FR-orchestration-17): agent, the default, on the Agents that attach it, pinned with each Agent version; organization, on every Call of the Organization in both environments, resolved to its active version at dispatch. Writes to an organization-scoped Policy need policies:admin.
