PromptEvalGateCheck
A check of the publish gate that failed (1.63.0): expectation_failed (a gating expectation not met in a repetition), call_errored (a repetition ended in an error before a verdict), must_below_floor and must_below_baseline (a must item's share under the floor, or under the baseline's by more than the margin) and baseline_missing (a margin to check, an active version, and no baseline arm).
