PromptTemplateVersionPublishRequest
Publishes the draft that If-Match names as the next version (1.55.0). It refuses with one 422 validation_failed listing every issue (PromptPublishIssueCode): each error finding, and each warning that needs an acknowledgement and is not listed (promptPublishRefusals).
