What the api checked when the key was entered (1.28.0): passed, the vendor answered its list request with the key; not_offered, the vendor has no request the api can make cheaply (Sarvam), so the key was stored unchecked. A key the vendor refused is never stored. passed shows that the vendor accepted the key, not that the account has quota or credit.
