ProviderRegion
A country where an Organization's Providers may process (1.32.0): us, in, or unverified, which admits a Provider whose descriptor states no verified region (data_regions of unknown), and from 1.38.0 cn (workspace ADR 0085), China, which a Provider states as its own processing region, DeepSeek first. An Organization opts in to such a Provider by listing cn: no profile holds it by default, unverified never admits it, and it carries no BAA, so require_baa still drops it. providerRegionOf maps each data_regions entry of a descriptor to one of these; an entry it maps to none is never admitted. Values are added in later minor versions, and a reader on an older version must take the version that added a value before it reads a profile that lists it: 1.38.0 for cn.
