RevealApproval
Whether a reveal grant needs a second Member's approval (1.57.0): none, the default with PHI mode off, makes a grant active when it is requested; required, the PHI-mode default, keeps it pending until another owner or auditor approves it. required is refused with the issue reveal_approver_unavailable unless two Members hold owner or auditor.
