How far an opt-out reaches (1.61.0; workspace ADR 0050 decision 6): all_channels (the default) also records it at Organization scope for every address channel and purpose of the address; per_channel keeps it to its channel, set by an owner in a console session with an attestation. Lifting a revocation is always per channel. From 1.64.0, decided: an opt-out of sender scope is widened too, keeping its own record and adding the Organization-scope opt-outs (optOutRecordScopes).
