The layer a resolved value came from (agent-controls.md section 2): the platform constant, a platform entry by scope, the Organization or the Agent; from 1.18.0 also organization_locked, an Organization value on a path the Organization locks, and call, a per-Call override; from 1.32.0 also compliance_profile, the off that the Organization's Compliance profile gives recording.preference when its recording policy is off, whatever the other layers set (workspace ADR 0082, decision 2). Values are added in later minor versions.
