SpendCapMicros

An Organization's spend cap for one UTC calendar month, in whole micro-USD (FR-dispatch-6). Admission refuses a new Call with 402 spend_cap_reached once the month's spend is at or above it. From 1.23.0 the spend is the Organization's spend counter, which GET /v1/usage/spend reads: the rated amounts of the live Usage events, added in the finalize transaction; before 1.23.0 the api rated the finalized live Calls of the month. The platform fee and test usage never count (ADR 0036, rules 6 and 7). Spend is counted at finalize, so Calls in progress continue and an Organization can overshoot its cap by about one round of concurrent Calls.
