How a Tool executes (1.49.0): http, a signed request through the egress guard; function, a tool.invoked message on the Call's events channel answered by a tool.result before the deadline, or no_handler when no handler is connected. mcp is reserved and refused with 422 capability_not_available until the MCP client of roadmap slice 2.14 ships (FR-orchestration-12). From 1.60.0 a Tool of type mcp is what a Tool binding produces (FrozenBindingTool), with an origin of connector or mcp_server; POST /v1/tools still refuses mcp, because a bound tool is created by its binding, never as a Tool resource.
