Why a REFER that was sent did not transfer the caller (1.50.0); the Agent continues while the leg holds. refer_rejected: LiveKit SIP or the carrier answered the REFER with a failure (the SIP status in sip_status when one came). refer_timeout: no answer within the deadline (target: 10 seconds). transport_lost: the leg dropped while the REFER was pending, and the Call ends transport_lost.
