TransferRefusalReason
Why a transfer was refused before anything was dialled (1.50.0); the Agent continues. destination_unknown: the pinned Agent version names no destination with the key. destination_not_allowed: the version names it, but it was not on the Organization's transfer allowlist at admission. dial_not_allowed: the destination's number was outside the dial policy at admission (a country not allowed, or a premium-rate range). mode_not_available: a warm transfer, which is not built. transport_not_supported: the Call has no SIP leg to transfer (a web Call). proposal_trigger: a transfer at on_state_enter on a transition the model or an observer proposed (orchestration-layer.md section 3.7, transfer_refused_proposal_trigger). transfer_in_progress: another transfer of the Call has started. call_ending: the Call is already ending. Values are added in later minor versions.
