Platform latency and guard parameters. ADR 0062 opened them at the Organization and Agent layers for Phase 0 testing; from 1.32.0 they are platform-only (PLATFORM_ONLY_PATHS, workspace ADR 0082): an Organization layer or an Agent version that sets one is refused with setting_locked naming the platform layer, stored values at those layers are ignored, and an operator sets them as platform settings entries.
