VerboseCapture
Where verbose capture may run (1.57.0, observability-and-analytics.md section 2.5): off, never; test_only, on test Calls only; allowed, the default with PHI mode off, on test and live Calls. Pinned per Call with the rest of the profile; admission refuses a verbose Call the pinned value forbids with capture_not_allowed. In PHI mode (not built) only an owner sets allowed, and it lapses to test_only after 24 hours (a target).
